<br /> <br /> <br /> <br /> <br /> BPMwmSLUREZ.doc4/6/06 <br /> <br /> <br /> <br /> COUNTY OF HAWAII PLANNING DEPARTMENT <br /> BACKGROUND REPORT <br /> <br /> PLANT-MASON FAMILY TRUST <br /> STATE LAND USE BOUNDARY AMENDMENT (SLU 06-000010) <br /> CHANGE OF ZONE (REZ 06-000037) <br /> <br /> PLANT-MASON FAMILY TRUST has submitted applications for a State Land Use <br /> Boundary Amendment from Agricultural to Rural and a Change of Zone from Agricultural 20- <br /> <br /> acres (A-20a) and Single-Family Residential 15,000 square feet (RS-15) to Residential and <br /> Agricultural 1-acre (RA-1a) for approximately 14.771 acres of land. The property is located <br /> <br /> adjacent to and west (mauka) of Haaheo Elementary School, Wainaku, South Hilo, Hawaii, <br /> TMK: 2-6-32:6. <br /> <br /> PROPOSED ACTION <br /> 1. Request: State Land Use Boundary Amendment from Agricultural to Rural and a <br /> <br /> Change of Zone from A-20a (2.862 acres) and RS-15 (11.909 acres) to RA-la for <br /> approximately 14.771 acres to subdivide the property into ten lots. Eight of the lots will <br /> <br /> be approximately 1+ acres in size and the remaining two will be 3.2 and 2.7 acres. A <br /> drainage easement is delineated through the latter two lots. The applicant plans to <br /> <br /> construct a dwelling on one of the lots and reserve at least two lots for their immediate <br /> family. The remaining lots would be for other family members or possibly sold to reduce <br /> <br /> the cost to develop the subdivision. (Exhibit 1- State Land Use Boundary <br /> Amendment and Change of Zone applications) <br /> <br /> 2. Timetable: The applicant hopes to complete the subdivision by 2006. <br /> 3. Cost: $1 million for estimated on and off-site improvements, including the installation of <br /> <br /> a new 8-inch, 2,900-foot long waterline from a water tank to the site. <br /> 4. Landowner: Plant-Mason Family Trust. <br /> <br /> BACKGROUND INFORMATION <br /> 5. December 5,1996: Effective date of Ordinance No. 96 151 and Ordinance No. 96 152, a <br /> Planning Director initiated action which reclassified a 14.69-acre area into the State Land <br /> <br /> Use Urban District and a Single-Family Residential (RS-15) zoned district.
