July 17, 2006_

606 JUL 18 8M 11 1

Hawaii County Council C11, ,
t-,J.,
Aupuni Street
Hilo, Hawaii 96720

Dear Council Members,

I am writing to you as a member of the Save our Lands Citizen's Committee and also as
chair of the Mauka Makai Acess Committee to request that you pass resolution 410-06
to certify the sufficiency of the 2% Petition. Support for the petition was overwhelming,
yet many signatures were disqualified unnecessarily and arbitrarily. For example,
signatures were disqualified because 2006 was not put in the date column (there wasn't
room) yet there was no petition in 2005. Many people do not know if their street is a
road or a street, so they put neither, and their signatures were disqualified. The public
clearly expressed their desire to vote on this issue in November.

In the interest of saving time and money at election time, I urge you to pass Bill 315 to
amend the Public Access, Open Space and Natural Resource Preservation Fund. All the
efforts by the Commission members and the public who have testified before them and
provided input into the areas which should be preserved are in vain if there is no stable
source of funding. The Commission has stated that one of the top priorities is a stable
source of funding, which this amendment will provide.

Sincerely yours, 1

Karen B.
