JrtV Os X,~ <br /> ~y. <br /> ~ily~. <br /> COUNTY OF HAWAII STATE OF HAWAII <br /> r. <br /> 1T~ U(•Mr~ <br /> RESOLUTION NO. 4~1 Q6 <br /> RESOLUTION CREATING AN ADMINISTRATIVE SERVICES ASSISTANT <br /> POSITION FOR THE DEPARTMENT OF ENVIRONMENTAL MANAGEMENT'S <br /> <br /> SOLID WASTE DIVISION <br /> WHEREAS, the County of Hawai`i's Legislative Auditor's Office, pursuant to Council's <br /> Resolution No. 168-05, conducted an audit of the County of Hawai`i's Recycling and Diversion <br /> Grants Program; and <br /> WHEREAS, within the audit, it identified insufficient staff to prepare the numerous contracts <br /> for transfer station enhancements and recycling efforts; and <br /> WHEREAS, the Solid Waste division does not have any clerical support for the Division <br /> Chief, Superintendent, Engineer and four Recycle Program staff; and <br /> WHEREAS, by creating an Administrative Services Assistant, SR-13, position, within the <br /> Department of Environmental Management's Solid Waste Division, it will augment the current staff <br /> and will primarily be responsible for reducing issues that were identified in the audit; and <br /> WHEREAS, the position will perform a variety of administrative, technical, and clerical <br /> services to support the operations and special programs; and <br /> WHEREAS, there are sufficient funds in the Solid Waste Fund's Landfills Regular Salaries <br /> and Wages account (085.601.5604.01.011);and <br /> WHEREAS, Article V, Section 5-1.3(c) of the Hawaii County Charter states that the Mayor <br /> has the power to "Create positions...fortyhich appropriations have been made by the council...". <br /> NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF <br /> HAWAII that an Administrative Services Assistant, SR-13, position be created for the Department <br /> of Environmental Management's Solid Waste Division. <br /> <br />
