BACKGROUND AND JUSTIFICATION (USE ADDITIONAL SHEETS AS NEEDED): <br /> <br /> <br /> The requested position is one of two Civil Engineers requested during the Fiscal Year 2006-2007 budget <br /> process. Due to a misunderstanding of the intended request by the Council, only one position was <br /> approved and established for the Administration Division. The purpose of these positions is to increase <br /> the Department's ability to deliver Capital Improvement Program projects and design services for <br /> Highway Maintenance, Traffic and Building Divisions. When developing our overall County CIP program <br /> and considering the County's ability to fund projects, it is estimated that the County will need to fund at <br /> least $10 million in bonds each year for the next 10 years. Currently, 2004 $47 million and 2006 $25 <br /> million bonds have been authorized to fund CIP projects. We also anticipate 2007 being $10-$25 million <br /> bonds. With this steady source of CIP funding, combined with Fuel Tax revenues to leverage Federal <br /> Highway funds, our goal is to be able to double the number of projects we can contract out each year for <br /> the next 10 years or until we can catch up with our deteriorating and inadequate infrastructure. As more <br /> and more CIP project are approved and funded through use of Fuel Tax and with County Bonds, projects <br /> previously approved for making infrastructure improvements may be left undone without additional <br /> manpower. <br /> Funds are available, as the one approved position that has been established, funding was included for <br /> both positions to be recruited and hired in January 2007 (6 months each). <br /> <br /> <br /> <br /> SIGNED: e_• *'--a 4re-.
