FEDERAL GOVERNMENT <br /> <br /> USDA - The Wildlife Services program of the Animal and <br /> Plant Health Inspection Service, U.S. Department of <br /> Agriculture is the Federal Agency authorized to manage <br /> wildlife that threaten natural resources, agriculture and <br /> human health and safety (46 Stat. 1468, 7 U.S.C. 426). <br /> <br /> B. STATE GOVERNMENT <br /> <br /> • DOA - The Plant Quarantine program regulates the inter- <br /> island movement of plants infested with the coqui frog <br /> (HRS 150A-2 & HAR 4-72-3,4). The DOA officially declared <br /> the coqui frog a pest on September 27, 2001. The Plant <br /> Pest Control Branch is tasked with controlling or eradicating <br /> pests injurious to agriculture or vegetation. (HRS 141-3, <br /> HAR 4-69A). <br /> • DLNR - Species that are injurious to wildlife fall under the <br /> jurisdiction of the DLNR. They are tasked with enforcing the <br /> unlawful transportation or release of pests or harmful <br /> organisms into the wild, into areas where they are not <br /> established, or export from the State. (HRS Title 13, <br /> Chapter 124). <br /> • UH - The University of Hawaii, College of Tropical <br /> Agriculture and Human Resources (CTAHR) is federally <br /> mandated to fulfill the University's threefold land grant <br /> mission of instruction, scientific research, and outreach to <br /> address the State needs. <br /> <br /> C. COUNTY GOVERNMENT <br /> <br /> • OFFICE OF THE MAYOR - The County of Hawaii has <br /> jurisdiction to execute and implement programs to safeguard <br /> the health and well-being of its residents. The Office of the <br /> Mayor, as the executive agency of the County, has the <br /> authority to proclaim and declare a state of emergency if a <br /> threat to the County exists (FIRS, Chapter 127 and 128, <br /> Hawaii County Code, Chapter 7). <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> 3 <br />
