Upon consulting our Legislative Research Branch, it <br /> was detemrined that none of these severability clauses are necessary, as section 4 of <br /> this Bill* provides a severability clause for the entire ordinance. <br /> <br /> *SECTION 4. If any provision of this ordinance, or the application thereof to any person or <br /> circumstance, is held invalid, such invalidity shall not affect other provisions or applications of <br /> this ordinance which can be given effect without the invalid provision or application, and to this <br /> end, the provisions of this ordinance are declared to be severable. <br /> <br /> Therefore, I am recommending striking all three internal severability clauses due to the <br /> fact that the entire ordinance is covered regarding severability via Section 4 of this Bill, <br /> as well as to eliminate any confusion as to why certain articles within this chapter <br /> include severability clauses and the remaining articles do not. <br /> Section 4-14 will read: <br /> Section 4-14.
