If the grantee fails to meet the schedule in this grant condition, DOH and EPA will withhold payments from the grantee. Furthermore, an unjustified delay of twelve months or greater will result in a reduction of EPA's share, termination, or annulment of the grant. 13. After reviewing Audit Report No. E2aWP0-09-0249-0400043, EPA concludes that the projected flows as shown in the 1989 Facility Plan, need to be reevaluated by March 31, 1992. The grantee will submit a draft report by January 31, 1992 to the Hawaii Department of Health. The grantee will: - Reevaluate the projected flows for the collectors and interceptors in the defined service area for the 5 mgd facility; - Relate the projected flows to the construction and hook-up schedule; - Evaluate the actual and projected infiltration and inflow entering the system; and - Evaluate the number of dwelling units and dwelling equivalents to be connected versus those excepted by the sewer use ordinance. 14. The County shall enforce the sewer use ordinance and require each and every existing dwelling or dwelling equivalent within the defined service area (as defined in grant condition no. 13) to connect to the collection system in accordance with the following schedule:
