<br /> Grant No. C150062 02 <br /> <br /> Amendment No. 1 <br /> Page 3 of 5 <br /> - 50 percent shall be connected within one year <br /> after completion of the construction contract or <br /> the County's acceptance of the project from the <br /> contractor, whichever is earlier. <br /> - 70 percent within two years after completion of <br /> the construction contract or the County's <br /> acceptance of the project from the contractor, <br /> whichever is earlier. <br /> - 100 percent within five years after completion of <br /> the construction contract or the County's <br /> acceptance of the project from the contractor, <br /> whichever is earlier. <br /> The connection calculation shall be based on the County's <br /> inventory of existing dwellings and dwelling equivalents as <br /> of September 1989, but shall exclude any system that has <br /> been formally excepted from the sewer use ordinance. <br /> 15. At the end of the one, two, and five year periods as stated <br /> in grant condition no. 14, the County shall: <br /> - Conduct surveys of the community and on-site <br /> systems within the service area, as defined in <br /> grant condition no. 13, which have not been <br /> connected to the 'collection systems; and <br /> - Submit a report to confirm the findings and <br /> results of the surveys to the Cesspool Phaseout <br /> Program. <br /> The County shall coordinate with the Cesspool Phaseout <br /> Program, Hawaii Department of Health, in conducting these <br /> surveys. The surveys shall identify failing systems, detail <br /> recommendations for exceptions, and confirm compliance with <br /> the connection schedule in grant condition no. 14. <br /> 16. Beginning one year after initiation of operations, the <br /> County shall submit a report every six months to the Hawaii <br /> Department of Health which shows its progress in <br /> implementing its sewer use ordinance and the correction of <br /> its I/I problem. The report shall show the following: <br /> - Number of new connections; <br /> - Total possible connections given the formal <br /> exemptions outlined in the sewer use ordinance; <br /> - Current wastewater flow to the facility; and <br /> - Current infiltration/inflow to the facility. <br /> <br />
