The multi-purpose facility will provide residential dining, <br /> socializing areas, meeting and conference rooms, and banquet facilities for veteran groups <br /> and the community to hold social and cultural events, workshops, conferences, and other <br /> activities. Lastly, there will be three 4-story apartment buildings, which will include <br /> approximately 96 to 110 independent-living apartment units for eligible seniors (62+) in a <br /> mix of one- and two-bedroom units. <br /> Additional improvements planned for the project include open courts and <br /> landscaped lawns, including landscaping to buffer the project from adjacent streets and <br /> properties. There aze three driveway accesses to the project site, which includes Kawili, <br /> Kapiolani and Ululani Streets, along with ample off-street parking. The project will be <br /> connecting to supporting infrastructure, including County water, sewer, electricity, and <br /> telephone. <br /> In order to consider an azea for any type of zoning designation, the applicable <br /> goals, policies and standazds of the General Plan must be adequately addressed. It is only <br /> through such a comprehensive policy analysis approach that evaluations and decisions <br /> can be made to better time and stage developments to achieve growth determined by the <br /> General Plan and related planning documents. The implications of these evaluations and <br /> decisions must be also considered as they may have an impact on similar azeas in the <br /> County, but ultimately, on the future development of the whole island. <br /> The proposed change of zone would be consistent with applicable goals, policies, <br /> standazds and courses of action of the General Plan. The proposed change of zone <br /> request from Open to RM-1 would be consistent with, among others, the following goals, <br /> policies and standazds of the Economic, Public Facilities, Housing and Land Use <br /> Elements of the General Plan. <br /> Economic Element: <br /> • Provide residents with opportunities to improve their quality of life through <br /> economic development that enhances the County's natural and social <br /> environments. <br /> • Economic development and improvement shall be in balance with the physical, <br /> social and cultural environments of the island of Hawaii. <br /> <br />
