The County may also decrease the level of a Base Line Service within the District when necessary due to an emergency, but shall restore the Service to the level before the emergency as soon as possible. (e) Any increase in the County as a whole of the level of a service comparable to a Base Line Service within the District shall be matched with an increase in such Service within the District, in proportion to the increase of the compazable service in the County as a whole. 8. Base Line Plus Services. In addition to the Base Line Services, and in support of the District Association's mission statement, the County will provide "Base Line Plus Services" as follows, at no chazge to the District Association: (a) The County's Department of Finance shall, on behalf of and for the District Association, (i) levy and collect the Assessments and disburse the Assessments to the District Association, and (ii) enforce and foreclose on the lien of the Assessments in such manner and at such times agreed to by the County and the Board in writing. (b) The HPD will provide training to the Information & Safety Officers so that they may perform their roles as professionally, safely, and efficiently as possible in cooperation with the HPD. 9. Indemnification and Insurance. (a) The District Association shall indemnify, defend, and hold harmless the County and its officers and employees against any claim azising out of an act or omission of the District Association or its Board, directors, officers, employees, contractors, or agents in executing this Plan or otherwise performing the duties of the District. (b) The District Association shall also obtain and maintain in force insurance against liability azising out of an act or omission of the District Association or its Boazd, directors, officers, or employees in executing this Plan or otherwise performing the duties of the District. The Board shall have the authority to determine what level of insurance coverage is sufficient for the District Association. This subsection shall not be construed as preventing the District Association from obtaining and maintaining in force other classes or types of insurance. Exhibit "A" (Page 9 of 9)
