We were informed by Councilman Dominic Yagong that Linda Reeves from EPA <br /> Honolulu advised him that: <br /> A. The 75% would be met with completion of Paukaa Phase 2, and Papaikou <br /> Phase 2, which did not include Kaapoko Hmstd. Rd.. <br /> B. She was not even aware of a plan to sewer Kaapoko Hmstd. Rd. <br /> C. Dominic informed us that EPA had contacted his office and informed him that <br /> Public Works had phoned them stating that they needed Kaapoko Hmstd. Rd. in order <br /> <br /> to comply with the 75%. Dominic informed us he has requested a letter from EPA <br /> substantiating these facts. <br /> <br /> 2. EPA has never expressed a concern about the lack of compliance. <br /> 3. In 1992 or 1993 Public Works gave the EPA a figure of 40% compliance. They are <br /> now telling the Council they are at only 23%. Is this an effort to force Council to vote to <br /> include Kaapoko Hmstd. road? Why this discrepancy? <br /> Kaapoko Hmstd. Rd. resident statistics <br /> <br /> Approx distance from the Ocean 2 miles <br /> <br /> Approx height above sea level, 500 feet. <br /> 1. Total 28 homes <br /> A. 10 families are retired, and many are quite elderly, with low fixed incomes. <br /> Many of these people have lived on this street over 30 years. <br /> B. 10 homes are on new County approved systems, installed within the past 6 <br /> years. <br /> C. 5 homes are unable to hook up due to the distance and/or below grade levels. <br /> 2. The new homes have installed systems approved by the county and have just or <br /> are just completing extra concrete slabs or drives to improve their residence. Many of <br /> these changes are directly in the way if sewer lines would have to be run, thus causing <br /> great financial difficulties. <br /> 3. We believe that sewer systems are good and we support these systems to help <br /> clean our Ocean environment.
