2.. <br />tm lLl UNITED STATES ENVIRONMENTAL PROTECTION AGENCY <br />C <br />REGION IX <br />�4 PROtEG <br />75 Hawthorne Street <br />San Francisco, CA 94105-3901 <br />February 18, 1997 <br />Mr. Dominic Yagong <br />Council member <br />Hawaii County Council <br />25 Aupuni Street <br />Hilo, HI 96720 <br />Subject: Mandatory Sewer Construction Projects <br />Dear Mr. Yagong: <br />This letter is in reply to your inquiry of last week regarding the EPA -mandated sewer <br />construction projects in the Papaikou wastewater treatment plant sewer service area. <br />On March 23, 1993, EPA issued a Final Determination Letter (FDL) which states that <br />$6,891,902 to construct the Papaikou wastewater treatment plant will be eligible for EPA grant <br />funding once the plant is fully utilized. To fully utilize the wastewater treatment plant, the FDL <br />noted that the County must construct sewers to connect at least 75% of the homes and structures <br />in Papaikou and Paukaa to the sewer system, and the treatment plant must receive at least 75% of <br />the design capacity after a reasonable and necessary adjustment due to unrealized population <br />growth in the area. <br />Based on information provided by the County of Hawaii, the FDL noted that construction <br />of the Papaikou Phase II and Paukaa Phase II sewers would fully utilize the treatment plant. <br />However, the County of Hawaii recently informed EPA that construction of these sewer projects <br />will sewer fewer homes than indicated in the FDL, and may not result in full utilization of the <br />Papaikou wastewater treatment plant. Should the County fail to achieve full utilization of the <br />Papaikou wastewater treatment o!ant EPA will reconsider the eligibility of the $6,891,902 to <br />construct the plant.
