We are concerned with the following issues: (1) The Council's sentiment appeared to be leaning toward installing the sewer collector as planned, but not require immediate hook-ups by the residents. If this is the case, please be advised that grant funds cannot be used for the extension, a dry sewer collector would not meet the criteria for a facility which is "modest in size, design, and cost." (2) If the Kaapoko extension is not necessary at this time, it should not be constructed as .part of this project. The County can still reapply for loan and grant funds from the Rural Utilities Service when and if the extension is deemed necessary. Although the Resolution was not passed, a comment about reconsidering the issue at a later date was expressed. Accordingly, we would like to make you aware of our observations at this time.
