We are concerned with the following issues: <br />(1) The Council's sentiment appeared to be leaning toward installing the sewer <br />collector as planned, but not require immediate hook-ups by the residents. If this <br />is the case, please be advised that grant funds cannot be used for the extension, a <br />dry sewer collector would not meet the criteria for a facility which is "modest in <br />size, design, and cost." <br />(2) If the Kaapoko extension is not necessary at this time, it should not be <br />constructed as .part of this project. The County can still reapply for loan and grant <br />funds from the Rural Utilities Service when and if the extension is deemed necessary. <br />Although the Resolution was not passed, a comment about reconsidering the issue at a later <br />date was expressed. Accordingly, we would like to make you aware of our observations at <br />this time. <br />If you have questions, please call Ted K.
