The project site is in close proximity to <br /> commercial azeas and employment centers in Hilo town and is located less than one mile <br /> from the neazest police and fire stations. <br /> The property is a vacant, rectangular shaped lot, which is 9,230 square feet in size. <br /> The property has been fenced, grubbed and graded by the applicant to provide additional <br /> parking for the medical building employees. <br /> Surrounding lands are in a mix of commercial, agricultural and single-family <br /> residential uses. Properties adjacent to the east and west of the project site are zoned RS- <br /> 7.5 and consist of single family dwellings. The Punahele Professional Building borders <br /> the property to the south and is zoned CN-10. The Hawaii Community Correctional <br /> Facility is located to the north directly across Punahele Street and is zoned RS-7.5. <br /> The project site has no severe geological or topographical problems which cannot <br /> be properly rectified or which would render the land unusable. The Flood Insurance Rate <br /> Maps (FIRM) indicate that the project area is located in Zone "X," areas determined to be <br /> outside of the 500-yeaz flood plain. There are no significant drainage ways that adversely <br /> affects the project site. While there are no indications of surface water flow on-site, the <br /> applicant will be required to abide by all applicable County guidelines for run-off <br /> generated by the development. <br /> Although the property has no severe geological or topographical problems that <br /> would render the land unusable, the property does have a sewer line and water line that <br /> extends from Punahele Street to the reaz of the property which renders the property <br /> unbuildable. Although asingle-family dwelling cannot be constructed with these utility <br /> lines running through the property, the property could be utilized as a pazking lot. <br /> All utilities and services are or can be made available to the site. Access to the <br /> property is currently from Punahele Street. The applicant is proposing to consolidate the <br /> property with the adjoining Punahele Professional Building lot and close access from <br /> Punahele Street. After consolidation, access to the pazking lot will be from Puuhonu <br /> Place, which is a 50-foot wide paved County road with curbs, gutters and sidewalks. <br /> Conditions of approval aze being added to require the applicant to consolidate parcels 18 <br /> & 42 within one year and to restrict access from Punahele Street. <br /> County water and County sewer are available to the property but aze not needed <br /> for the proposed use of a parking lot. Electrical and telephone services are also available <br /> to the property. Police and fire services are available less than one mile from the site. <br /> <br />
