The TZAR was based upon the assumption that the <br /> County-proposed Alii I [ighway would be constructed prior to the development of the Makai <br /> Area of Parcel 53. The TIAR concluded that the proposed construction of Alii Highway <br /> between Kaihta and Keauhou would provide the additional corridor capacity to <br /> accommodate future traffic demand with or without the proposed project. <br /> Since the publication of the TIAR in 1994, the construction of Alii Highway has been <br /> delayed. The supplemental traffic impact analysis assumes that the County-proposed Alii <br /> Highway is not constructed within the time frame of the development of Keauhou Parce153. <br /> The supplemental study recommends alternative regional highway improvements that <br /> would mitigate future traffic impacts without the proposed project. The study also analyzes <br /> the traffic impacts resulting from the revised development plan and recommends additional <br /> traffic mitigation that would be necessary to accommodate the site-generated traffic. <br /> <br />
