<br /> Kamehameha Investme~._ corporation February 19, 1998 <br /> <br /> Keauhou Resort, Parcel S3 Page 2 <br /> <br /> Development Plan <br /> The total number of dwelling units (DU) in Keauhou Resort Parcel S3 is unchanged <br /> from the original TZAR at 976 DU. The residential allocation has been revised to include <br /> 773 multi-family dwelling units and 203 single-family dwelling units. Parcel S3 is divided <br /> into the Mauka and Makai Areas. The Mauka Area would consist of 13S single-family <br /> dwelling units and 321 multi-family dwelling units. The Makai Area would contain 68 <br /> single- family dwelling units, 272 multi-family dwelling units, and 180 elderly housing units. <br /> The development schedule for Parcel S3 has been revised. The initial occupancy of <br /> Parcel S3 is assumed to occur in the Year 2000, beginning in the Mauka Area. The Mauka <br /> Area is assumed to be fully built-out and occupied by the Year 2010. The elderly housing <br /> development in the Makai Area is also expected to be developed by the Year 2010. The rest <br /> of the Makai Area is assumed to reach full build-out and occupancy by the Year 2015. <br /> Access <br /> Access to the Makai Area was proposed off the County-proposed Alii Highway in the <br /> 1994 TZAR. The supplemental traffic impact analysis evaluates two site access alternatives <br /> for the Makai Area. Initial access to the Makai Area is proposed by an internal subdivision <br /> roadway between the Makai Area and the loop road system providing access to the Mauka <br /> Area off Kamehameha III Road. If the Alii Highway is not constructed by the Year 2010, a <br /> private roadway is proposed to be constructed along the Alii Highway alignment between <br /> the Makai Area and the existing intersection of Alii Highway and Alii Drive. <br /> Traffic Impact Analysis <br /> By the Year 2010, the intersection of Kuakini Highway and Kamehameha III Road is <br /> expected to reach capacity conditions during the PM peak hour of traffic without the <br /> project. Table 1 summarizes the traffic impact analysis for the proposed project through the <br /> Year 2010. <br /> <br />
