<br /> It is the purpose of this chapter to promote the public health, safety, and general welfare, and to <br /> minimize public and private losses due to flood conditions in specific areas by provisions <br /> <br /> designed: <br /> (a) To protect human life and health while minimizing procerty damage through the pursuit <br /> of solutions which are cost effective; <br /> (b) To minimize expenditure of public money for costly flood control projects; <br /> (c) To minimize the need for rescue and relief efforts associated with flooding and generally <br /> undertaken at the expense of [he general public; <br /> (d) To minimize prolonged business interruptions; <br /> (e) To minimize damage to public facilities and utilities such as water and gas mains, electric, <br /> telephone and sewer lines, streets and bridges located in areas of special flood hazazd; <br /> (f) To help maintain a stable tax base by providing for the sound use and development of areas of <br /> special flood hazard [sees] to minimize future flood blight areas; <br /> (g) To assist in notifying potential buyers that property is in an azea of special flood hazard; and <br /> (h) To ensure that those who occupy areas of special flood hazard assume responsibility for their <br /> actions. <br /> (i) To use current best management practices for the infiltration approach to storm water <br /> management: to imitate and preserve the natural hydrologic cycle: to move storm water <br /> slowly to reduce the speed, volume, and pollutant Load over cermeable surfaces (soil, lava, <br /> grasslands. shallow retention basins, soil depressions, and forests), to allow the storm water <br /> to cercolate into the ground where the rainfall originally occurs. <br /> (i) To use tloodplain management as an island wide component of resource management <br /> with the obiectives of improved water quality, erosion control. floodwater management, <br /> endangered species and habitat conservation and enhancement. <br /> (k) To increase the minimum standard for floodwater control. <br /> (1) To comply with Section 5, "Flooding and Other Natural Hazards:' of the County of <br /> Hawaii General Plan. <br /> (m) To create and maintain an integrated electronic database of records, including <br /> but not limited to, CIS maps, tax map keys, permits and other development reviews, <br /> watershed maps, fioodplains.
