<br /> certificates for all new and substantially improved construction in Special Flood <br /> Hazard Areas, and any other information associated with floodplain manaeement. <br /> (n) To promote a reeional watershed-based approach as acost-effective means of <br /> floodplain manaeement. <br /> (o) To require any re-channelization of flood channels to meet or exceed the base flood <br /> elevation (100-year storm event) standard. <br /> (p) To provide rules and practices for floodplain manaeement, and fines for violations of <br /> such rules and practices, and to minimize downhill floodine and erosion from clearing of <br /> forest areas, erubbine. eradine, or re-channelization of water courses. <br /> (q) To maintain and re-establish forest areas, to maintain and refill aquifers throueh <br /> percolation, to minimize floodine and erosion throueh natural methods. and to protect <br /> endaneered species and their habitats as cart of our natural heritaee as well as for their <br /> scientific sieniflcance. <br /> (r) To preserve a portion of currently vacant floodplain as open space for narks. <br /> Breen belts, floodwavs, and habitat flyways for endaneered species. <br /> Section 27-4. Scope and methods. <br /> In order to accomplish its purposes, this chapter includes methods and provisions [€eF] to: <br /> (a) Restric[[irrg] or prohibit[ing] uses which are dangerous to health, safety, and property due to <br /> water or erosion hazards, or which result in damaging increases in erosion or flood heights or <br /> velocities; <br /> (b) Requir[ing]e that uses vulnerable to floods, including facilities which serve such uses, be <br /> protected against flood damage at the time of initial construction; <br /> (c) Control[ling] the alteration of natural floodplains, stream channels, and natural protective <br /> barriers, which help accommodate or channel flood waters; <br /> (d) Control[ling] fill, grading, dredging, and other development which may increase flood <br /> damage; and <br /> (e) Prevent[ixgj or regulate[Iirtg] the construction of flood barriers which will unnaturally divert <br /> floodwaters or which may increase flood hazards in other areas. <br /> 1(1993.Ord.
