The standazd <br /> created by this subsection shall prevail until such time that the Depaztment of <br /> Public Works "Storm Drainage Standards" dated October 1970, or anv aroproved <br /> revision is amended to conform to either the expected one-hour 25-veaz storm <br /> event or to a hi¢her standazd if required by the floodplain administrator or this <br /> chapter If there is a conflict between this chanter and anv other chanter, the more <br /> restrictive standard shall apply: <br /> [k) Develop mans of watersheds from the headwaters to their termini, indicating <br /> watercourses (including historic ditchesl topographic information and areas of <br /> hiehly erodable soils; and <br /> ~D Use the expected one-hour 25-veaz storm event standazd as a minimum base to <br /> develoro floodplain regulations that would protect the public health, safety, and <br /> welfaze for all new structures and critical facilities (except agricultural barns and <br /> shedsl The obiective of these floodplain regulations shall be to: <br /> Prevent residences from being surrounded by moving water during <br /> floods: <br /> Provide safe access to new residences by emergency vehicles and <br /> eme~encv personnel; <br /> Reduce the need to provide disaster relief services, which includes <br /> the expenditure of count funds on shelters and rescue services for <br /> victims of flooding; <br /> Prevent one propertv owner from increasing flood damage to his or <br /> her neighbors or to the community in general; <br /> Prohibit filling or building on fill in the re ug <br /> latory floodplain for all <br /> new buildings; <br /> Ensure new buildings in the regulatory floodplain shall be elevated on <br /> columns or have flow-through crawl spaces or alternatives using <br /> sound engineering practices without the use of fill; <br /> Increase public safety by addi~ freeboard of at least one foot to base <br /> flood elevations (BFE); <br /> Require full disclosure to anv prospective buyer renter, or lessee of <br /> the floodplain zone or hazard in which that propertv is located• and <br /> Prohibit new critical facilities from being built in the regulatory <br /> floodplain; and <br /> Require critical facilities built in the 500-year floodplain to be (a) <br /> elevated above the 500-year floodplain (b) constructed with a <br /> minimum of one-foot of freeboard and (c) have elevated access <br /> ranlp5• <br /> <br />
