r <br /> • To provide single-family residential areas com~eniently located to public and <br /> private services, shopping, other community activities and convenient access to <br /> employment centers. <br /> • The County shall designate and allocate single-family residential zoned lands at <br /> varying densities for future use in accordance with the needs of the <br /> communities and the stated goals, policies and standards. <br /> • Areas shall have basic improvements and amenities necessary for immediate <br /> use. <br /> Areas shall be limited to low-density and medium-density residential use. <br /> G. Given this location, surrounded by urban residential subdivisions, this proposed use of <br /> the land will not contribute to "scatterization" of the established land use pattern, nor <br /> will its inclusion into the Single-Family Residential district result in the expansion of <br /> governmental services or facilities. <br /> H. Infrastructure required to service this property is already in place. [t is accessible by <br /> the existing County standard roadway, Palani Road. <br /> There are no significant developmental constraints on the property such as flooding, <br /> excessive slopes, or unstable ground conditions which cannot be adequately mitigated. <br /> J. The subject property is presently designated Low Density by the LUPAG map of the <br /> General Plan. Under this designation, the proposed development and change of zone <br /> could be favorably considered. <br /> <br /> K. The proposed change of zone would be consistent with the General Plan Housing <br /> goals of providing a variety of housing choices as well as attaining a diversity of socio- <br /> economic housing mix within the Kealakehe Homesteads area. By allowing the <br /> proposed development, it is determined that the following Housing goals of the <br /> General Plan may be attained in the Kealakehe Homesteads area: <br /> ' Maintain a housing supply which allows a variety of choice. <br /> Improve and maintain the quality and affordability of the existing housing stock. <br /> " The County shall encourage a volume of construction and rehabilitation of <br /> housing sufficient to meet growth needs and correct existing deficiencies. <br /> <br />
