REQUEST: Request to amend Ordinance 07-83, Capital Improvement Budget, to increase the appropriation for the following project: North Kona Effluent Reuse Upgrade (110.699.5696.12) -County from $766,000 to $4,861,000 B. BACKGROUND AND JUSTIFICATION (USE ADDITIONAL SHEETS AS NEEDED): A Project Data/Financial Impact Statement is attached. Design and Construction of the North Kona Effluent Reuse Upgrade infrastructure is to be performed as part of the State of Hawaii, Department of Transportation -Highway Division's (State DOT) Queen Ka'ahumanu Widening Project -Phase II (Design-Build Project extending from Honokohau Harbor to Keahole Airport). Should installation of the North Kona Effluent Reuse Upgrade infrastructure (from Honokahau Harbor to Kohanaiki) occur after completion of the State DOT highway widening project, there will likely be significantly higher costs and tremendous negative impact to traffic flow. Due to anticipated increased project costs by approximately 55%, and the State DOT's requirement of additional funds to cover contingency, construction engineering and administration costs, we wish to increase the FY07-08 appropriation request by $4,095,000 bringing the total requested appropriation to $4,895,000. The funding source is expected to be County G.O. Bonds as the State Revolving Fund loan program has indicated that additional funding will not be available until 2010.
