Use <br /> productivity measurements where possible.): <br /> The position has been successful in developing the Hawaii County Impaired Driving <br /> Task Force, comprised of various agency representatives, politicians, and public <br /> members. The Task Force has aggressively worked on educating the public through <br /> the radio, newspaper, and television, regarding traffic safety. The department, <br /> through the position, has developed partnerships with private companies to sponsor <br /> advertisements and help publicize the programs. <br /> This position has also worked closely with the MADD (Mothers Against Drunk Drivers) <br /> organization to participate in media events, roadblocks, and other traffic programs <br /> to raise the awareness for the fatalities and serious injuries, caused by impaired <br /> drivers. Participation by schools in these programs have heightened the awareness <br /> of the public, to iriclude the teenagers/young adults, who are the highest age group <br /> injured as a result of impaired drivers. <br /> 4. Alternatives that were considered in lieu of new position. (Have technological <br /> changes been considered?) <br /> Creating a sworn position to assist the Traffic Enforcement Unit, would take much <br /> longer to fill and cost a minimum, $917 more per month. This is not realistically <br /> feasible, when we have so many vacancies in the department. <br /> 5. Why were manpower needs not planned through budgetary process? <br /> We are attempting to address this position and funding effective October 1, 2007, <br /> through this budget process. <br /> 6. List other rationale or pertinent statements and data: <br /> By converting this position to be County-funded, we will be able to have another <br /> position in Traffic Services to cross train and be the back-up, when the lone Senior <br /> Clerk Stenographer is on leave. Duties that will require coverage include receiving <br /> the daily list of all towed and held vehicles to research owners and send required <br /> letters as required by law; receive daily complaints and research the registered <br /> owners to generate the violation letter; assist with the School Crossing Guard and <br /> Traffic Services payroll, etc. <br /> DHR CP-002 (2/93J (12/06) <br /> <br />
