Use productivity measurements where possible.): The position has been successful in developing the Hawaii County Impaired Driving Task Force, comprised of various agency representatives, politicians, and public members. The Task Force has aggressively worked on educating the public through the radio, newspaper, and television, regarding traffic safety. The department, through the position, has developed partnerships with private companies to sponsor advertisements and help publicize the programs. This position has also worked closely with the MADD (Mothers Against Drunk Drivers) organization to participate in media events, roadblocks, and other traffic programs to raise the awareness for the fatalities and serious injuries, caused by impaired drivers. Participation by schools in these programs have heightened the awareness of the public, to iriclude the teenagers/young adults, who are the highest age group injured as a result of impaired drivers. 4. Alternatives that were considered in lieu of new position. (Have technological changes been considered?) Creating a sworn position to assist the Traffic Enforcement Unit, would take much longer to fill and cost a minimum, $917 more per month. This is not realistically feasible, when we have so many vacancies in the department. 5. Why were manpower needs not planned through budgetary process? We are attempting to address this position and funding effective October 1, 2007, through this budget process. 6. List other rationale or pertinent statements and data: By converting this position to be County-funded, we will be able to have another position in Traffic Services to cross train and be the back-up, when the lone Senior Clerk Stenographer is on leave. Duties that will require coverage include receiving the daily list of all towed and held vehicles to research owners and send required letters as required by law; receive daily complaints and research the registered owners to generate the violation letter; assist with the School Crossing Guard and Traffic Services payroll, etc. DHR CP-002 (2/93J (12/06)
