<br /> August 20, 2007 <br /> <br /> Page 7 <br /> Requirements for approval of the certificate of occupancy shall include the <br /> following items, as applicable, and any additional items as required by the <br /> director of public works to promote public welfare and safety: <br /> (A) Elevation certification. <br /> The Federal Emergency Management Agency "Elevation <br /> Certificate," as amended, shall be completed and certified by a <br /> land surveyor, civil engineer, or azchitect currently [registered] <br /> licensed in the State of Hawaii and submitted for approval with <br /> the application for the certificate of occupancy. The information <br /> certified within the "Elevation Certificate" shall be based on actual <br /> construction. <br /> (B) Compliance with other requirements of this chapter." <br /> (b) Other areas: Zone X (shaded and unshaded). <br /> Approval of the certificate of occupancy shall include a completed elevation <br /> certificate provided by the department of public works. The certification shall be <br /> completed by the property owner, land surveyor, civil engineer, or azchitect <br /> currently licensed in the State of Hawaii. The certification shall be based on <br /> actual construction." <br /> 11. In SECTION 11, bill 151 was changed by amending section 27-18 by placing all of the <br /> existing text in the section into a new subsection "(a) Special flood hazard areas." In <br /> addition, paragraph 27-18(a)(3)(F) was amended, the reference to a paragraph was <br /> changed in 27-18(a)(4)(B)(ii), and new subsections (b) and (c) were added. <br /> A) New heading "subsection (a)" added: <br /> "Section 27-18. Standards for construction. <br /> (a) Special flood hazard areas. <br /> Standazds for construction within areas of special flood hazazds are established <br /> as follows: <br /> [(-a)] Anchoring." <br /> (The rest of the sectlon remains as amended by bill 151.) <br /> B) Paragraph 27-18(a)(3)(F) was amended as follows: <br /> "(F) Within azeas where the grade of the natural elevation of the ground surface <br /> prior to construction exceeds ten percent, filling, grading, and other <br /> development which may increase flooding or erosion hazards shall be <br /> prohibited unless a professional civil engineer licensed in the State of Hawaii <br /> certifies that the development will contain its own runoff and not increase <br /> flooding or erosion in other areas. Creation of impermeable surfaces on such <br /> sloping azeas will be limited to no more than forty percent of the total land <br /> area of any lot or proposed new subdivision. Any measures to be <br /> implemented in order to prevent or decrease run-off or erosion shall be clearly <br /> <br />
