Quite frankly, I <br /> don't think so, but that is something that trained professionals should be addressing, both <br /> from the county regulatory perspective and from the design professional perspective by <br /> those who work with these issues daily. <br /> Together they need to craft drainage laws that require attention to the natural drainage <br /> patterns and the nuances of the tenain. In this way, sensible and effective site specific <br /> drainage requirements can be implemented. One suggestion along these lines is to <br /> develop regional drainage strategies and requirements that reflect the varying conditions <br /> around the island. <br /> I urge this council to enact the changes necessary to maintain compliance with the NFIS <br /> requirements. I also urge this council to listen carefully to the suggestions from the <br /> design community and to add to the basic law only amendments that have been carefully <br /> considered. <br /> Thank you. <br /> <br />
