Purpose. <br /> It is the purpose of this chapter to promote the public health, safety, and general <br /> <br /> welfare, and to minimize public and private losses due to flood conditions in specific <br /> <br /> areas by provisions designed: <br /> ~ To protect human ?ife and health; <br /> ~ To minimize expenditure of public money for costly flood control projects; <br /> [(ej] ~ To minimize the need for rescue and relief efforts associated with flooding <br /> and generally undertaken at the expense of the general public; <br /> ~ To minimize prolonged business interruptions; <br /> [{e~] ~ To minimize damage to public facilities and utilities such as water and gas <br /> mains, electric, telephone and sewer lines, streets and bridges located in areas <br /> of special flood hazazd; <br /> [(-i~] ~ To help maintain a stable tax base by providing for the sound use and <br /> development of azeas of special flood hazard [se-es] to minimize future flood <br /> blight areas; <br /> [(g)] ~ To assist in notifying potential buyers that property is in an azea of special <br /> flood hazard; [ate] <br /> ~ To ensure that those who occupy areas of special flood hazard assume <br /> responsibility for their actions[.-] <br /> To reduce flood damage by one nronertv owner to nei boring properties or <br /> to the community in e~ neral." <br /> "Section 27-4.
