REQUEST: <br /> <br /> Resolution that authorizes the payment of funds for more than one fiscal year for a multi-year lease of real <br /> property for a Kona Warehouse facility. This lease will be between the County of Hawaii and Hansen <br /> Commercial Investments, LLC, a Oregon Limited Liability Company, for the use of a portion of a warehouse <br /> property identified as TMK: 3rd/ 7-3-058: 038, Kailua-Kona, Hawai'i. <br /> <br /> We are requesting a waiver from the Finance Committee as the Janitorial staff in Kona has been hired and <br /> will begin employment 12/21 so as to be able to begin janitorial services to County facilities on January 1st. <br /> They will be storing supplies and working out of vans until we can get them into the warehouse space. <br /> <br /> B. BACKGROUND AND JUSTIFICATION (USE ADDITIONAL SHEETS AS NEEDED): <br /> <br /> Department of Environmental Management <br /> The Department of Environmental Management recently hired an Abandoned Vehicle Coordinator for <br /> West Hawai'i and is also in the process of hiring a Recycling Coordinator for West Hawai'i. Due to a lack of <br /> any space within current facilities, the Department of Environmental Management needs to have a place to <br /> base this staff. The Property Management Division received a request for assistance in locating a suitable <br /> office space for these positions. <br /> <br /> Department of Public Works <br /> With the sunset of Act 90 on June 30, 2007 and to comply with settlement of UPW vs. COH, 98-244, the <br /> Department of Public Works must cancel contracts for janitorial and groundskeeping services by December <br /> 31, 2007. To replace these contractual services, 21 positions were established. Of the 21 positions, 7 <br /> positions need to be house in Kona. In addition, space is needed to store equipment and supplies. <br /> Police Department <br /> A few years ago, the Police Department rented two mini-storage units to accommodate increasing <br /> evidence storage demands in West Hawai'i. Due to the growth of West Hawai'i, the space requirements for <br /> the storage of evidence has grown. Over the last few years, the Police Department has increased that <br /> number to a current six mini-storage units for the storage of evidence. Based on the cost of rental for the <br /> mini-storage units, the Police Department will get more space with full 20+ foot ceilings for similar costs, <br /> increasing efficiency and allowing use of higher cube shelving for increased capacity. <br /> <br /> <br /> <br /> SIGNED: DATE: D EC 2 0 2007 <br /> Departure ead <br />
