REQUEST: <br /> <br /> Resolution that authorizes the payment of funds for more than one fiscal year for a multi-year lease of real <br /> property for a new Vehicle Registration and Licensing service center together with a consolidation of the <br /> Prosecutor's Office and Council Office in Waimea. This lease will be between the County of Hawaii and <br /> Waimea Retail, LLC, a Delaware Limited Liability Company, for office space within the Parker Ranch Center <br /> in Waimea, South Kohala, Hawaii. <br /> <br /> See attached "Offer to Lease" for lease terms. <br /> B. BACKGROUND AND JUSTIFICATION (USE ADDITIONAL SHEETS AS NEEDED): <br /> <br /> The motor vehicle registration section of the Department of Finance is being consolidated with the <br /> driver licensing, commercial driver licensing (CDL), and periodic motor vehicle inspection (PMVI) <br /> sections of the Police Department as a new Vehicle Registration and Licensing (VRL) under the <br /> Department of Finance. To better serve the public, this new division proposes to establish satellite <br /> VRL service centers in Waimea, Pahoa and Kau to provide basic vehicle registration and driver's <br /> license services. This proposed lease will establish the Waimea portion of the plan to better serve the <br /> public.The funding of these services and rent for the Waimea location was included in the 2007-2008 <br /> budget. <br /> The County currently leases private office space in Waimea for the Prosecutor's Office and the County <br /> Council. In the interest of improving efficiency and negotiating a more favorable lease, the Department <br /> of Finance proposes to consolidate all agencies into a single space in the Parker Ranch Center. The <br /> existing leases for County Council and the Prosecutor's Office expire in November 2008 and March <br /> 2009 respectively.
