REQUEST: <br /> <br /> Prepare a resolution for the Hawaii County Council, on behalf of the County of Hawaii, to accept a donation <br /> of a "Chlorine Recovery Vessel with wheels" and two Chlorine Manuals valued at $4,772, from Phoenix V <br /> LLC dba BEI Hawaii (BEI). <br /> <br /> Please send a copy of the resolution and letter acknowledging this donation to: Mr. Geoffrey B. BACKGROUND AND JUSTIFICATION (USE ADDITIONAL SHEETS AS NEEDED): <br /> <br /> BEI is a distributor of pesticides, fertilizers, and industrial chemicals, and has developed Risk Management <br /> Plans to mitigate the impact of unintended chemical spills and discharges. As part of these efforts, BEI has <br /> developed an Emergency Response Program with the Hawaii Fire Department Hazmat Teams. <br /> <br /> The Chlorine Recovery Vessel is used to contain leaks in chlorine cylinders and tanks. The US Department <br /> of Transportation (DOT) has approved the shipment of leaking cylinders containers, under stated <br /> circumstances, without a DOT exemption when contained within a recovery vessel or emergency kit <br /> manufactured to the design specifications of the Chlorine Institute. <br /> The donated vessel will be assigned to the West Hawaii Hazmat team.
