S15 OE3 <br /> <br /> A RESOLUTION AUTHORIZING THE DIRECTOR OF FINANCE TO ENTER INTO <br /> <br /> NEGOTIATIONS TO ACQUIRE PROPERTY FOR THE EXPANSION OF THE <br /> <br /> HONOKA`A RODEO ARENA. <br /> WHEREAS, numerous residents surrounding the Honoka`a Rodeo Arena have <br /> expressed concerns about the overwhelming dust clouds that form whenever the azena is <br /> <br /> used for training and rodeo events; and <br /> WHEREAS, a portion of a parcel of land adjacent to the arena and away from <br /> residential properties is available for acquisition; and <br /> WHEREAS, this parcel of land adjacent to the arena, Tax Map Key (3) 4-5-003:017, is <br /> 11.45 acres; and <br /> WHEREAS, approximately five of the 11.45 acres would be acquired by the <br /> county; and <br /> WHEREAS, this approximately five-acre portion of the 11.45 acre parcel would <br /> provide ample space for the expansion of the Honoka`a Rodeo Arena; and <br /> WHEREAS, should the County of Hawaii acquire approximately five acres of <br /> the adjacent land for the expansion of the Honoka`a Rodeo Arena, the acquisition and <br /> subsequent expansion would provide the following community benefits: <br /> 1. Mitigate impacts of dust clouds now forming in close proximity to <br /> residential properties; <br /> 2. Allow for continued use of the facility by the Hawaii Saddle Club along <br /> with the Honoka`a Western Week Association for the Memorial Weekend <br /> Rodeo event; <br /> 3. Provide the needed area for participants to safely warm up their animals <br /> away from spectators and crowds; <br /> 4. Allow for more parking; <br /> 5. Allow for jackpot and practice roping; <br /> 6. Allow for the continued use by the Hawaii Quarter Horse Association for <br /> shows, rodeos, and contests; and <br /> <br />
