SCHEDULE A <br /> (PROSECUTORS TRAINING) <br /> (Project Number) <br /> MISSION/GOAL <br /> The mission/goal of the prosecutor's training project is to make our roads safer and improve the performance of the <br /> law enforcement system in its efforts to enforce traffic laws by holding inter-agency meetings between police and <br /> prosecutors and training deputy prosecuting attorneys in the conceptual, technical, scientific and trial aspects of these <br /> offenses. <br /> STRATEGIES <br /> • Create a position for a State wide Traffic Safety Resource Prosecutor, who will coordinate traffic related <br /> training for prosecutors in the State of Hawaii and be available to answer traffic related questions form other <br /> deputy prosecutors in the State of Hawaii. <br /> • Have the Traffic Safety Resource Prosecutor attend every traffic commanders meeting; coordinate a separate <br /> prosecutor's meeting to be held in conjunction with the traffic commanders meeting; be responsible for <br /> coordinating the agenda for the prosecutor's meeting, to include discussion of traffic enforcement and <br /> prosecution issues facing all counties in the State. <br /> • Have an Attorney General representative who handles legislation attend one of the traffic <br /> commanderlprosecutor quarterly meetings to coordinate to discuss legislative concerns. <br /> • Have the Traffic Safety Resource Prosecutor and a deputy prosecutor who co-chairs the Governor's Highway <br /> Council attend the 2008 Lifesavers Conference in Portland, Oregon in April of 2008 and other traffic related <br /> trainings and/or events. <br /> • Have the Traffic Safety Resource Prosecutor develop, update and arrange modulaz trial advocacy training for <br /> deputy prosecutors who will be handling district (traffic) court. <br /> • Conduct a "Train the Trainer Training" to facilitate the modulaz trial advocacy training and to offer local <br /> prosecutors the opportunity to benefit from the adult teaming model as it applies to trial advocacy. <br /> • Conduct one two-day state-wide basic trial advocacy training on Hawaii's DUI traffic laws and contemporary <br /> trial techniques. Train and improve the trial advocacy skills of at least 15 deputy prosecutors who handle <br /> traffic cases from aoound the state at least two of which would be from each county. <br /> <br /> SOLUTION/IMPLEMENTATION <br /> • Implementation will include flying in at least 2 expert trainer/consultants from the mainland to help in the <br /> presentation of the trainings. <br /> • Implementation also includes flying in at least 2 experienced local trainers/consultants from the State of <br /> Hawaii, to help in the presentation of the training courses. <br /> • Implementation also includes flying in and housing at least 10 local deputy prosecutors from around the state <br /> to be trained. <br /> • Other expenses include flying deputy prosecutors to neighbor islands and the mainland to attend the police <br /> commanders meetings and the Lifesavers conference. <br /> • Other expenses also include preparation of written materials and training room expenses. <br /> <br /> EVALUATION <br /> • The goal is is train at least 15 Deputy Prosecuting Attome~~s from around the State of Hawaii and make them <br /> better preps ed to handle traffic related cases. <br /> <br />
