At that point, <br /> further access is controlled by a gate. The upper half of Haleki'i Street from its <br /> intersection with Mamalahoa Highway going downhill, has a pavement about 36 feet <br /> wide, and goes through a commercially-zoned area with a number of businesses. The <br /> lower half of Haleki'i Street has a pavement about 36 feet wide and goes through a <br /> residential area before reaching the gate. Both sides of Haleki'i Street, for its entire <br /> length, are bordered by a curb and a sidewalk offset from the pavement by a strip of grass. <br /> About 40 homes have driveways directly onto Haleki'i Street. Two side streets, Marano <br /> and Muli, intersect with Haleki'i Street. The speed limit on Haleki'i Street is posted at 25 <br /> mph. Parking is not allowed on the upper portion of Haleki'i Street. Although there is a <br /> warning sign at the top of Haleki'i Street that states that the grade is 25%, this is not <br /> accurate. The actual maximum grade is 18-19%. <br /> <br /> The intersection of Haleki' i Street with Mamalahoa Highway is a T-intersection <br /> controlled by a signal light. Mauka-bound Haleki'i Street has separate right and left turn <br /> lanes at the Mamalahoa Highway intersection. Mamalahoa Highway has dedicated right <br /> and left-turn lanes into Haleki'i Street. Oceanside 1250 paid for improvements to this <br /> intersection as a condition of the rezoning ordinances. <br /> <br /> The Mamalahoa Bypass Highway is a modern two-lane highway, with sufficient <br /> <br /> width to construct four lanes. The travel lanes are 12 feet wide, with 8-foot wide paved <br /> shoulders. It will have a fully channelized intersection at Haleki'i Street, with each leg of <br /> the 4-way intersection having separate right and left turn lanes. The Haleki'i Street <br /> intersection will not initially be signalized. The Mamalahoa Bypass is currently gated at <br /> the Keauhou end. Construction traffic in and out of the Hokuli'a project uses a private <br /> road, "Yamagata Road", which is located about 1/4 mile north of the Haleki'i Street <br /> intersection with Mamalahoa Highway. <br /> <br /> The Department of Public Works hired a consultant, Wilson Okamoto, to study <br /> the issues related to the potential opening of the Haleki'i Street connection to the <br /> Mamalahoa Bypass. A copy of that study, "Traffic Assessment Report Mamalahoa <br /> Bypass Road", is attached as Exhibit 4, omitting Appendix A and Appendices C-E, which <br /> are traffic counts and computer analyses that form the basis for the conclusions in the <br /> report. <br /> <br /> The study analyzed the effect of opening the Mamalahoa Bypass-Haleki'i Street <br /> connection for two-way travel, and also, with the alternative of one-way travel <br /> northbound on the Mamalahoa Bypass in the morning, and one-way southbound in the <br />
