The study also analyzed the effect <br /> of the proposed connection on various intersections in the area. <br /> <br /> The study concluded that the opening of the Mamalahoa Bypass-Haleki'i Street <br /> connection would improve the north-south traffic flow in both the morning and afternoon <br /> peak periods because traffic would be diverted to the Mamalahoa Bypass. (The study <br /> projected that 1/3 of the traffic would use the Bypass). At the same time, the various <br /> intersections would operate at acceptable levels of service. The study concluded that <br /> "although both alternatives are anticipated to alleviate the existing traffic conditions <br /> along the north-south corridor in the vicinity of the proposed project, the `Two-way <br /> Bypass' alternative is the recommended scenario (page 26). In part, this recommendation <br /> was made because the one-way alternative requires operational controls. <br /> <br /> Based on the above, the Planning Director recommends that the Planning <br /> Commission send a favorable recommendation to the County Council on these <br /> amendments to Ordinance Nos. 96 7 and 96 8. <br /> <br /> The Planning Commission added the following to Condition No. 4 of both Ordinance No. 96-7 <br /> and Ordinance No. 96-8: <br /> <br /> "The use of Haleki'i Street as a public vehicular thoroughfare prior to the opening <br /> <br /> of the entire Mamalahoa Bypass shall not be allowed prior to the enactment of an <br /> ordinance establishing interim controls and mitigation measures." <br /> <br /> The intent of the added condition was to require an ordinance be adopted to put into law the <br /> proposed interim controls and mitigation measures as presented by the representatives from the <br /> Department of Public Works before opening Mamalahoa Bypass and utilizing Haleki'i Street as a <br /> connector road. The Planning Director concurred with the added condition. <br /> <br /> For your favorable consideration, attached are draft amendments to Ordinance Nos. 96 7 and <br /> 968. <br />
