The need for this amendment is based on a request made by Officer Derr of the Hawaii County Police Department in an attempt to increase safety for motorists and pedestrians in this area. Of particular concern is the school activity and temporary one-way along Kapi'olani Street and the senior citizen housing facility nearby.
