Commencement: Opening of Haleki`i Street Extension as a public <br /> vehicular thoroughfare between the Mamalahoa Highway and the existing, <br /> northern section of the Mamalahoa Highway Bypass shall not be allowed <br /> until all mitigation measures outlined in subsections M.6 (a-j) and M.7(a- <br /> g.) above have been completed and implemented.
