STATEMENT OF PROBLEM/NEED <br /> <br /> <br /> A. Description. <br /> <br /> The geographic areas of the target community go from the zaStem cage of ranara appiu.wii. Lam;' <br /> thirh, miles to the western edge of Ocean View. Ka' u was selected by Hawaii County to be the focus <br /> of this grant because it is one of the most economically distressed communities in the State. This <br /> economic stress is revealing itself in multiple forms of social stress, for example, the six-fold increase <br /> in reported infractions at Na' alehu Elementary School. <br /> <br /> Ka' u is made up of three distinct communities. In order to get the communities working to- <br /> gether on this problem. we have addressed the needs of all three communities.and while this grant <br /> proposal initially starts out with three projects, in years two and three they focus in on the marketable <br /> technolov, skills. The Council members from Ocean View and Pahala realize that, if successful, the <br /> Na' alehu project will be the seed that germinates into a district-wide endeavour. The problems unique <br /> to Ka' u and its three major neighborhoods are outlined on the first page of the Community Report <br /> accompanying this document. <br /> <br /> The difficulty in creating effective programs to reduce the tendency towards delinquency is that <br /> participation by the youth needs to be voluntary, so we need to have projects that contain elements that <br /> are attractive to the youth. Each of our communities has looked at this problem and decided for their <br /> community what the -carrot' should be. As a result, the communities have put forward three separate <br /> projects. Each project has a distinctive attraction to the youth based on the predominant activities <br /> already under way in that commurtity. <br /> • For the agricultural community of Pahala, we have an agricultural "carrot'--a poi machine. <br /> • To tie in with the computer technology program already in place at Na' alehu school, we have <br /> the computer technology "carrot". <br /> • To tie in with the theater and performance program already in place at the Ocean View com- <br /> munity center. we have the video.' communications technology project . <br /> <br /> 5 <br />
