(a) Permits shall be numbered and shall contain the following information: <br /> (1) The permit number and the date of issuance; <br /> (2) The name of the property owner and sign owner; <br /> (3) The location of the sign(s), including tax map key number; and <br /> (4) In the case of a temporary banner, the date of expiration of the permit. <br /> (b) The director of public works shall maintain for public inspection a record of all <br /> permits issued. <br /> Section 3-21. Inspection upon completion. <br /> A permittee shall, upon completion of the installation, construction, erection, relocation or <br /> <br /> alteration of the sign, notify the director of public works who shall inspect the sign. <br /> Section 3-22. Time limit on permit. <br /> If the work authorized under a sign permit is not started within sixty calendar days after <br /> the date of issuance, or if work is suspended for sixty calendar days, the permit shall be void. <br /> Division 6. Variances <br /> Section 3-23. Variances. <br /> (a) In unique cases where strict enforcement of this chapter would result in unnecessary <br /> hardship or practical difficulty, and where desirable relief may be granted without <br /> detriment to the public interest, convenience or welfare, the Hawaii County Council may <br /> grant by resolution, a request for a variance from any provision of this chapter <br /> (b) Variance applications shall be submitted upon a form designated by the council and shall <br /> include at a minimum, the following information and attachments, with five copies of all <br /> documents: <br /> (1) The sign owner's and the property owner's name, phone number, and <br /> mailing address. <br /> (2) The location, tax map key number, and zoning of the property upon which the sign <br /> is located; <br /> (3) A map showing: <br /> (A) The location of the sign; and <br /> (B) All streets adjacent to the lot or building where the sign is located; <br /> 15 <br /> <br />
