<br /> <br /> <br /> <br /> <br /> <br /> detention basins with drainageways will be used to reduce peak flow rates and aid in <br /> groundwater recharge. Runoff from most of the drainageways will be taken into the <br /> <br /> project and routed through the detention basins, with the exception of drainageway 21 <br /> (SCS Drainageway 7). This drainageway conveys the largest flow and is not planned to <br /> <br /> be altered significantly. A drainage easement will be designated to allow proper and <br /> <br /> safe conveyance of the 100-year flood. Energy dissipating structures and basins will be <br /> placed along drainageways to control the flow velocities and protect against excessive <br /> <br /> erosion. <br /> 30. Electrical Power: HELCO's primary power transmission line in the area is a 69 KV <br /> <br /> line that runs overhead along the Hawaii Belt Road. The project's peak demand for <br /> electrical power is projected at 4,700 kilowatt hours daily. Over 50 percent will be <br /> <br /> required for pumpage of the domestic water. A substation is required to step down the <br /> power from 69 KV to 12 KV. The substation must be built on or close to the property <br /> <br /> to avoid an excessive voltage drop. The line will be overhead because the cost of <br /> placing the line underground is prohibitive. Further, overhead lines already exist along <br /> <br /> Koa Road and the petitioner is not empowered to force neighboring property owners to <br /> connect to underground lines. A public hearing will be required for this additional <br /> <br /> 69kV line. <br /> <br /> 31. Protective Services: Police protection services are furnished by the Kealakehe Police <br /> Station in Kailua-Kona, with a substation in Captain Cook. Fire protection and <br /> <br /> Emergency and Medical Services area provided at the Captain Cook Fire Station. <br /> 32. Public Utilities: Schools serving the proposed project situated in close proximity are <br /> <br /> the Honaunau Elementary School and Konawaena Elementary, Intermediate and High <br /> School. <br /> <br /> 33. Utilities: All other essential utilities and/or services are or will be made available to <br /> the subject property. <br /> <br /> AGENCIES' COMMENTS <br /> <br /> 34.
