'fo the west. <br />along Puako Heach Drive arc KS-10 coned lands. To the immediate west is a property zoned <br />V-1?S and improved with single-family uses. ~fo the cast arc V-1.2S coned properties with single <br />famih dwellings and storage facilities. l o the south/southeast of the subject property arc the <br />Puako Heach :~parUnents on lands zoned V-1?5. ~fo the southwest is the Puako Store on land <br />zoned CV-I5. <br />~yccess to the property is from Puako Heach Drive, a County-owned and maintained roadway with <br />s 20-Ibot wide pavement within a 40-fool right-of-way. <br />Water is available to the suhject property from the existing Department of Water Supply system on <br />Puako Beach Road. <br />Sewage will he disposed of in individual wastewater treatment systems approved by the <br />Dcparunenl of Health. <br />,111 other utilities and services arc mailable to the site. <br />Your Chair submitted a proposal to amend Condition 11 to include the fair share contributions. <br />however discussion ensued hccause the change of zone request from Resort to Residential already <br />reduces the density. Committee Member Curtis l~ylcr recommended that Your Committee discuss <br />this matter with the Planning Department prior to the upcoming Council meeting to resolve the <br />mutter. Your Chair also mentioned that we need to determine what conditions were included in the <br />previous zoning before it was coned Resort. <br />Committee Member Hob Jacobson~s proposal to include language to prevent the construction of a <br />sea wall was defeated by Your Committee. <br />Your Committee did not entertain further discussion on this measure, <br />Your Committee concurs with the Planning Commission and the Planning Director for <br />recommending a favorable consideration Ibr the change of~zone request, which would result in an <br />appropriate land use pattern thm will further benefit the public. <br />Your Committee on Planning is in accord with the intent and purpose of Bill No. 131, and <br />recommends it pass first reading. <br />
