<br /> <br /> <br /> ADDENDUM <br /> <br /> <br /> APPLICANT'S REASONS FOR REQUESTING A CHANGE OF ZONE <br /> I. APPLICANT <br /> <br /> The applicants, Mr. & Mrs. Stanley L. Hechinger, are the fee simple <br /> owners of Lot 3, portion of Grant 2650 to Kauhiahiwa, situate at <br /> Kiolakaa, Ka'u, Hawaii, containing an areaof 20.37 Acres in TMK <br /> 9-4-03: Parcel 58. <br /> The primary reason for requesting a change of zone is to create <br /> aid make available parcels of agricultural zoned lands containing <br /> 5 Acres. <br /> We note that the available parcels average 10 to 30 Acres in size, <br /> with all land parcels in TMK 9-4-02, 9-4-03 and 9-4-04 presently <br /> zoned A-20a. <br /> We feel that there is a need for Agricultural parcels of 5 Acres <br /> for family oriented Supplemental Income endeavors in Macadamia <br /> or Avocado Orchards, specialty nursery or hot-house products. <br /> II. LAND USE CLASSIFICATION <br /> The property is presently in Agricultural District Classification <br /> by the State Land Use Commission. <br /> III. COUNTY GENERAL PLAN DESIGNATION <br /> The General Plan Land Use Pattern Allocation Guide (LUPAG) Map for <br /> Ka'u District desinates the property for Extensive Agricultural Use <br /> (as opposed to Intensive Use). <br /> This Use designation implies the utilization of large areas of land <br /> with the minimum of labor and equipment. <br /> <br /> IV. COUNTY COMPREHENSIVE ZONING ORDINANCE <br /> The Hawaii County Comprehensive Zoning ordinance designation for Lot <br /> 3 is A-20a. <br /> A-20a zoning appears to dominate Agricultural land designation in the <br /> Waiohinu area, therefore, we are requesting that consideration be <br /> given to permitting zoning of agricultural parcels of less than 20 <br /> acres. <br /> V. PROPERTY <br /> <br /> A. LOCATION The subject site is located approximately 1.2 miles <br /> west of Waiohinu Village, on the northerly side of the Eamaoa <br /> Road. <br /> The immediate area consists of owner occupied dwellings sit- <br /> uated on large sized parcels of land. <br /> The basic agricultural use is Orchard or Pasture with some hot- <br /> houses. <br /> The existing access from Waiohinu is over a paved roadway. <br /> All the necessary public utilities such as water, electricity <br /> and telephone are already in place and are available. <br /> B. AGRICULTURAL USE The property is not presently in Agricul- <br /> tural use; but is suited for more Intensive Land Use than the <br /> present suited Designation, as set forth, in the County General <br /> Plan. <br />
