County-wide deficiencies impacted DPW's ability to exercise managerial control. Among them <br />is the absence of a County-wide CIP master plan process whereby the input of all stakeholders <br />(County departments, the Mayor, the Council and the general public) is utilized to create a long- <br />term prioritized CIP schedule that includes timelines for major project activities and resource <br />allocations. Another deficiency is the lack of an automated information systems application for <br />construction project management that includes a finance module or interfaces with the County's <br />FRESH accounting system. While County executives have expressed their belief in the need for <br />public accountability, effectiveness, equity and efficiency in the expenditure of public funds, <br />these management principles have not been translated into mandates or plans to revise, develop <br />and implement the systems, policies and procedures necessary to accomplish such goals. "('he <br />implementation of standardized reporting requirements and relevant performance measures and <br />the provision of adequate resources and information systems necessary to efficiently gather data <br />and report outcomes would greatly assist the Department of Public Works and other County <br />departments to better exercise managerial and fiscal controls and improve their delivery of <br />services to the public. <br />2 <br />
