<br /> <br /> <br /> <br /> <br /> REPORT OF THE FIRST JOINT COMMITTEE MEETING <br /> ON PUBLIC WORKS AND INTERGOVERNMENTAL RELATIONS, <br /> FINANCE, AND PLANNING <br /> <br /> DATE: March 11, 2008 Re: Comm. 1020/Bill 250 <br /> PLACE: Sheraton Keauhou Bay Resort and Spa <br /> 78-128 Ehukai St. <br /> Kailua-Kona, Hawaii <br /> TIME: 8:27 p.m. <br /> <br /> Council Chair and Members <br /> Hawaii County Council , <br /> Hilo, Hawaii 96720 <br /> <br /> Because this item was one of several items on three committee agendas which were related, <br /> Bill 250 was postponed to a Joint Committee Meeting on Planning, Finance, and Public Works <br /> and Intergovernmental Relations, which was convened at the end of the scheduled committees <br /> for the day. The Chairman of each committee consecutively called the meetings to order and i <br /> relinquished their respective chairs to Council Chair Pete Hoffmann. <br /> <br /> Your Committee on Public Works & Intergovernmental Relations, to which was referred in <br /> Communication 1020, regarding Bill 250, reports as follows: <br /> <br /> Bill 250, transmitted by Director of Public Works, Bruce McClure, via Communication 1020, <br /> dated February 4, 2008, amends Chapter 24, Article 10, Division 1, Section 24-256, Schedule 4 <br /> (30 mile per hour limit), subsection (f) Kona, item (3), of the Hawaii County Code 1983 <br /> (2005 Edition, as amended) to read (3) Mamalahoa Highway, from a point four thousand one <br /> hundred feet in a southerly direction from the terminus of the State Highway at Honalo to the <br /> terminus of the State Highway at Captain Cook and also; adding ( ) Mamalahoa Highway, from <br /> the terminus of the State Highway at Honalo to a point four thousand one hundred feet in a <br /> southerly direction. In this request, it is further explained the proposed 4,100 feet of existing <br /> road has numerous adjacent commercial developments. The 856, percentile speed is difficult to <br /> determine due to the congestion and the 25 mph speed limit is recommended solely on the <br /> activity of the roadway within this community. <br /> <br /> Several comments from the public were presented on this proposed bill on February 20, 2008. <br /> The "Kainaliu Crawl", affects all commuters heading north or southbound through this area. <br /> Some express their concern of lowering the speed limit as the commute is already at a significant <br /> slow pace during heavy traffic. Many pedestrians jaywalk in Kainaliu town and storefront <br /> parking have also added to further traffic delays for commuters. <br /> Committee Chair Brenda Ford relinquished her seat to Vice Chair Dominic Yagong on <br /> February 20 and March 11, 2008 on this particular agenda item. <br /> <br /> Mr. Ron Thiel, Traffic Division Chief; Mr. Bruce McClure, Director; and Mr. Jiro Sumada, <br /> Deputy Director from the Department of Public Works (DPW) appeared before your committee. <br /> <br /> <br /> <br /> JC-PWIRC; FC & PC REPORT NO. 3 <br />
