( ) Mamalahoa Highway, from the terminus of the State Highway at Knalo to a point four thousand one hundred feet in a southerly direction. The proposed 4100 feet of existing road has numerous adjacent commercial developments. The 85th percentile speed is difficult to determine due to the congestion and the 25 mph speed limit is recommended solely on the activity of the roadway within this community.
