<br /> <br /> <br /> <br /> <br /> ATTACHMENT A Project No. 07-06-03783 <br /> <br /> <br /> SCOPE OF WORK <br /> County of Hawaii <br /> <br /> 1. Hire a consultant to determine whether the Ka'u region has <br /> the resources to establish a food-processing and visitor <br /> center. <br /> 2. The consultant will determine what resources are available in <br /> the area to justify a food processing and visitor center <br /> facility. This will include the determination of available <br /> crops for processing as well as the potential for other crops <br /> to be processed at the facility. <br /> <br /> 3. The consultant will review the literature on local crops and <br /> confer with farmers, organizations in the area, and discuss <br /> the issues with the University of Hawaii at Hilo agricultural <br /> staff. <br /> 4. The consultant will investigate the feasibility of developing <br /> a visitor center at the food processing facility. The visi- <br /> tor center will showcase and promote the food products being <br /> processed and include historical and cultural information <br /> relevant to the area. <br /> 5. The consultant will provide information on the appropriate <br /> size for the facility, activities and exhibits, what equip- <br /> ment will be required for its operation, potential site <br /> location and preliminary sketches and plans. <br /> 6. Determine whether existing facilities at the closed Ka'u <br /> Sugar Mill can be utilized for the visitor center and whether <br /> equipment is locally available for use at the facility. <br /> <br /> 7. Determine how a visitor center concept utilizing the histori- <br /> cal and cultural amenities of the area can be incorporated <br /> into the visitors center and whether such artifacts, photo- <br /> graphs, etc. are available for such use. <br /> 8. Determine the costs for developing the food processing and <br /> visitor center facility and develop potential funding <br /> sources. <br /> <br /> 9. Develop a management plan for the facility. <br /> 10. Determine which organizations are interested in the operation <br /> of the facility, which would be the most optimum, and whether <br /> the organizations have the resources to operate the facility. <br /> <br /> 11. Provide a written report on the above activities. <br />
