These members cite the increasing number of persons who <br /> have elected to become permanent absentee voters. In coming to a vote on the issue of <br /> the expansion of vote-by-mail elections, members of the Commission concluded that <br /> Oregon has a long history of success with vote-by-mail elections. They believe evidence <br /> has shown this method of voting to be less expensive and more convenient than <br /> polling place elections, as well as the method preferred by a majority of Oregon voters. <br /> At the end of their discussion, Commission members agreed to vote on three options: 1) <br /> Extend VBM to primary and general elections; 2) Extend to primary and general <br /> elections, retaining the quadrennial presidential election as a polling place election; 3) No <br /> change from the current system.
