REPORT OF THE <br /> COMMITTEE ON PUBLIC WORKS AND PARKS <br /> DATE: November 18, 1997 RE: COMM. NO. 374 /BILL NO. 105 <br /> PLACE: Councilroom <br /> TIME: 9:10 a.m. <br /> Chair and Members <br /> Hawaii County Council <br /> Hilo, Hawaii 96720 <br /> Your Committee on Public Works and Parks, to which was referred Comrunication No. 374 and <br /> <br /> attached Bill No. 105, reports as follows: <br /> <br /> The purpose of Bill No. 105 is to amend the Hawaii County Code, Chapter 24, Article 10, <br /> Section 24-280, Schedule 28 (No Parking at Anytime), South Hilo, to extend the existing no <br /> <br /> pazking zone along the rock wall at the entrance of James Kealoha Pazk to the end of the wall on <br /> <br /> the Hilo side. The bill also restricts parking along the second rock wall located on the Hilo side <br /> <br /> of James Kealoha Park. <br /> Commmrication No. 374 is a letter from Chief Engineer Donna Fay K. Kiyosaki, Department of <br /> <br /> Public Works, dated June 19, 1997, per request of the Hawaii Police Department, which <br /> <br /> transmits Bill No. 105 to the Council for its consideration. The Chief Engineer concurs with the <br /> Police Department's recommendations as the roadway at these locations is not wide enough to <br /> <br /> accommodate parked cars. The Department of Parks and Recreation has been informed and <br /> supports this proposal. <br /> <br /> Communication No. 374.01 is a letter from Chief Engineer Donna Fay K. Kiyosaki, Department <br /> of Public Works, dated July 18, 1997, which states that she is awaiting clarification of <br /> interpretation between Chapter 15, Article 2, Division 1, Section 15-26, and Chapter 22, Article <br /> 2, Section 24-8 of the Hawaii County Code was obtained from Corporation Counsel. <br /> On July 22, 1997, your Committee recommended deferral of Bill No. 105 by Communication <br /> <br /> No. 374.01, pending Corporation Counsel's interpretation of the Hawaii County Code. <br /> Communication No. 374.02 is a letter from Richard Nishimura, Traffic Engineer, Department of <br /> Public Works, dated October 8, 1997, informing they have obtained clarification of an <br /> interpretation from Corporation Counsel regarding Bill No. 105. Based on the Corporation <br /> Counsel's letter, the Department of Parks and Recreation asks that Bill No. 105, which would <br /> codify the pazking prohibition in Chapter 24 of the Hawaii County Code, be placed on the Public <br /> Works and Parks Committee's agenda for consideration. <br /> <br />
