NO. 712 /BILL NO. 198 <br /> PLACE: Councilroom <br /> TIME: 9:00 a.m. <br /> Chair and Members <br /> Hawaii County Council <br /> Hilo, Hawaii 96720 <br /> Your Committee on Public Works and Parks, to which was referred Communication No. 712, and <br /> attached Bil] No. 198, reports as follows: <br /> The purpose of BiII No. 198 is to amend the Hawaii County Code, Chapter 24, Article 10, Division 5, <br /> Section 24-280, Schedule 28 (No parking at anytime), to authorize a no-parking zone on both sides of <br /> Waianuenue Avenue between the mauka access to Rainbow Drive and Waiau Street. <br /> Communication No. 712 is from Chief Engineer Donna Fay K. Kiyosaki, dated February 4, 1998, which <br /> transmits Bill No. l98 for review and consideration. She informs a new parking lot was recently <br /> constructed just mauka of the Hilo Hospital. This section of Waianuenue Avenue contains many medical <br /> facilities, and is ofren used by emergency response vehicles and the general public. Vehicles parked <br /> along the shoulders of the narrow roadway may hamper the smooth flow of traffic. <br /> Council Member Bobby Jean Leithead-Todd questioned whether there was overflow of parking into the <br /> new hospital parking lot by members attending the church just above the Hilo Medical Center on <br /> Sundays. She will be contacting the church officials to clarify whether there is a problem or not. <br /> Mr. Richard Nishimura of the Public Works Traffic Division will be checking with the medical facility <br /> officials to clarify whether the new parking area that is designated by an "employee parking" sign can be <br /> used by the public.
