NO. 814/ BILL NO. 228 <br /> PLACE: Councilroom <br /> TIME: 9:00 a.m. <br /> Chair and Members <br /> Hawaii County Council <br /> Hilo, Hawaii 96720 <br /> Your Committee on Public Works and Parks, to which was referred Communication No. 814, and <br /> attached Bil] No. 228, reports as follows: <br /> The purpose of Bill No. 228 is to delete the provision that allows exceptions to connection requirements for <br /> lots accessible to a sewer which was paid for by a private developer (Section 21-5 (Connection to Sewer <br /> Required) (b) (3). The amendment also limits the reimbursement to private developers of sewer extensions <br /> <br /> to one-half of the cost of installation (Section 21-28 (a)). Lastly, the measure eliminates the requirement that <br /> all sewer extensions be approved by resolution of the County Council (Section 21-, Ordinance 96-51). <br /> <br /> Communication No. 814 is from Chief Engineer Donna Fay K. Kiyosaki, dated April 21, 1998, transmitting <br /> <br /> Bill No. 228 for Council's review and consideration. According to the Chief Engineer, the purpose for the <br /> <br /> amendment is to bring the Code into closer compliance with State regulations and to streamline the sewer <br /> <br /> extension process. <br /> Your Committee first discussed Bill No. 228 at its June 2, 1998 meeting. In response to wmments made <br /> <br /> at that meeting, the Chief Engineer submitted Bill No. 228, Draft 2 for review and consideration. Drafr 2 <br /> <br /> included an amendment that would delete all exceptions to connection requirements for lots accessible to <br /> <br /> a sewer. 'The measure also eliminates the option for private developers to pay the full cost of having the <br /> <br /> County construct sewer extensions. <br /> Your Committee also felt that the Council should be part of the decision-making process for sewer <br /> extensions and, therefore, that new subsection of the Code should not be altered. <br /> Discussion at today's meeting raised concern, over the financial burden to homeowners, especially fixed <br /> income retirees, who would need to hook up to the sewer laterals if the measure passed. <br /> <br />
