REPORT OF THE <br /> COMMITTEE ON PUBLIC WORKS AND PARKS <br /> DATE: March 18, 1997 RE: COMM. NO. 174 <br /> PLACE: Councilroom <br /> TIME: 1:36 p.m. <br /> Chair and Members <br /> Hawaii County Council <br /> Hilo, Hawaii 96720 <br /> Your Committee on Public Works and Parks, to which was referred Communication No. 174 <br /> and attached Bill No. 52, reports as follows: <br /> The purpose of Bill No. 52 is to amend Chapter 24, Article 10, Section 24-281, Schedule 29 to <br /> prohibit parking along Banyan Drive From 4:00 a.m. to 6:00 a.m. on Tuesdays on the makai side <br /> of the street, on Thursdays on the mauka side of the street, and along Ohai Street and Puueo <br /> Street from 4:00 a.m. to 6:00 a.m. on Mondays. <br /> Communication No. 174 is a letter from Chief Engineer Donna Fay K. Kiyosaki, dated <br /> February 20, 1997, which transmits Bill No. 52 to the Council for its consideration. In <br /> Communication No. 174 the Chief Engineer states that this change is necessary to allow the <br /> Highway Maintenance Division night crew to clean these streets during their normal working <br /> hours. <br /> Your Committee first discussed this matter during its March 6, 1997 meeting. At this meeting, <br /> <br /> members of Your Committee expressed concerns about the impact of these proposed changes <br /> <br /> upon visitors and hotel guests who park along Banyan Drive. Your Committee deferred this <br /> <br /> matter until its next scheduled meeting to allow time to contact the Banyan Drive Hotels to <br /> <br /> obtain their input. <br /> <br /> Your Committee resumed discussion on this matter during its March 18, 1997 meeting. <br /> <br /> During this meeting, Your Committee was informed by Mc Stanley Nakasone, of the <br /> <br /> Department of Public Works Maintenance Division, that he would invite the hotels and small <br /> <br /> businesses along Banyan Drive to a meeting to try to resolve this matter. <br /> <br /> Council Member Chung suggested that residents who live along Banyan Drive also be invited to <br /> <br /> participate in this meeting. <br /> <br /> During the ensuing discussion, Council Member Ray suggested that the County consider <br /> <br /> allowing private owners to take responsibility for maintaining the areas fronting their properties <br /> <br /> and Council Member Leithead-Todd suggested that the County look into the availability of <br /> <br /> alternative parking for those who are displaced during the no-parking periods. <br /> <br />
