No. 320Bi11 No. 89 <br /> Page Two <br /> Past Council Action on Bill No. 89 <br /> Your Committee first considered this matter at its June 3, 1997 meeting. At this meeting, Your <br /> Committee also had before it, Communication No. 320.01, a letter from Police Chief Wayne <br /> Carvalho expressing the Police Department's support of the bill. Your Committee <br /> recommended that this measure pass first reading. (See PW&PC Report No. 40.) <br /> The Council discussed this matter at its June l8, 1997 when it referred this matter back to the <br /> Public Works and Parks Committee for further discussion. <br /> Present Council Action <br /> The Public Works and Parks Committee again discussed this issue during its July 22, 1997 <br /> meeting. Your Committee received testimony on this matter from Sandy Bonk, Director of the <br /> Keaau Historical Society (see Communication No. 320.04), Ron Reilly of the Mayor's Advisory <br /> Committee on Bicycle and Pedestrian Safety, and from Joseph Samuel. <br /> In addition, Your Committee also had before it, Communications No. 320.02 and No. 320.03, <br /> which are letters to Robert Saunders expressing the Keaau Fire Station's and Keaau Filipino <br /> Food Store's support of this proposal. <br /> Committee Member Arakaki reported that subsequent to the Council referring this bill back to <br /> Committee, he invited the public to a meeting to discuss this proposal. He noted that only four <br /> persons attended from the community and that no opposition to this bill was expressed. <br /> Consequently, he noted that he will support this measure at this time. However, expressing <br /> continuing concerns about the loss of Keaau Village, Committee Member Arakaki informed the <br /> Committee that he would be meeting with senior citizens from the area to discuss this matter <br /> further at the end of July. <br /> Although some of the members of Your Committee noted that they believed that adequate <br /> alternate parking exists, concerns were expressed about the lack of a crosswalk in the area. <br /> Richard Nishimura of the Department of Public Works stated that he believed that a crosswalk <br /> might be able to be installed at the Pili Mua intersection. <br /> After consideration of all of the circumstances, Your Committee reports that it is in accord with <br /> the purpose and intent of Bill No. 89 and recommends that it pass first reading. <br /> lc <br /> AYES NOES A&F.
