CULTURAL RESOURCES <br />In reviewing the General Plan's Historic Sites Element, it was clear that the <br />Kona CDP needed to embrace a more holistic approach to managing and celebrating <br />Kona's cultural resources. <br />1. Cultural Landscape. Policies within the Kona CDP stress the strong relationship <br />between cultural resources and the natural environment, and <br />2. Local Resource Management. There is an urgent need to ensure cultural <br />resource protection very early in the land use planning process. Necessarily, this <br />will involve participation of citizens who have knowledge of these resources and <br />government representatives who have a direct role in the land use planning <br />process itself, including those who are charged with proper implementation and <br />enforcement of laws designed to protect these resources. The following summary <br />are the key components. <br />• Pursue community education initiatives about cultural traditions and resources. <br />• Establish a Kona Cultural Resource advisory committee. <br />• Establish/update inventory of cultural resources, including historic trails. <br />• Increase community interaction with cultural resources. <br />• Encourage the use and protection of mea kanu (native plants). <br />• Promotion of use of traditional place names. <br />• Revise, implement and enforce county policies/laws to protect resources. <br />HOUSING <br />The availability of safe and decent housing for all segments of our community is <br />at the center of what it takes to sustain a healthy community. Access to a range of <br />available housing affords the opportunity for our community to be ethnically, <br />professionally and age diverse. It is the core of a strong, vibrant community. The <br />unusually high cost of housing in Kona makes it critical to employ multiple tools to <br />address the huge need for affordable, employee, farm worker, elderly and other special <br />needs housing. As a framework to focus the efforts to increase a diversity of housing <br />opportunities for Kona's residents, the strategy involves the following: <br />1. Build Units. <br />-10- <br />
